State aid scheme regarding guarantees on working capital loans

Government Measure

Grants of guarantees on working capital loans.

Eligibility

The scheme is open to all Greek undertakings with the exception of financial intermediaries, undertakings active in aquaculture, in agriculture and in sectors non-eligible by the European Regional Development Fund.

Refundable advance payments

Government Measure

Eligible companies can receive financing in the form of refundable advance payments from the Ministry of Finance.

Eligibility

All private undertakings provided: (i) they employ one to 500 employees, (ii) have their registered seat or a permanent establishment in Greece, and (iii) have been drastically affected by the spread of COVID-19.

Subsidy for the interest on loans for SMEs.

Government Measure

A subsidy is available to cover the interest of existing loans to eligible companies affected by COVID-19 measures.

Eligibility

All Small and Medium Enterprises (regardless of their legal form) affected by the measures taken to tackle the pandemic of the COVID-19 virus. As provided in Annex I of Commission Regulation (EU) No 651/2014, the category of micro, small and medium-sized enterprises (‘SMEs’) is made up of enterprises which employ fewer than 250 persons and which have an annual turnover not exceeding €50m, and/or an annual balance sheet total not exceeding €43m.

The submission of the relevant applications is open from 15 April 2020 until the 30 June 2020.

Suspension of repayment of loan principal.

Government Measure

Suspension of the repayment of loan principal for business loans, provided that such loans were not in default on 31 December 2019 (although interest continues to be payable during such period).

Eligibility

Businesses with performing loans as on 31 December 2019.

Relief Measures

Suspension of deadlines for the presentation and payment of securities.

Government Measure

75 day suspension of the time-limits for the submission, expiry and payment of cheques and other negotiable instruments.

This measure applies to all negotiable instruments electronically submitted within 6 working days from the 31 March 2020 (or from date the relevant business is included in the list of businesses provided in the relevant Legislative Act of the Greek Government dated 11 March 2020 and the Ministerial Decisions issued (already or in the future) in accordance with the Legislative Act. Businesses featured on the list will, by virtue of their inclusion on the list, be deemed to have been severely affected by the COVID-19 pandemic (“Affected Businesses”)).

Eligibility

Affected Businesses plus any businesses not currently listed as Affected Businesses, provided that the aggregate value of these “suspended” instruments is higher than 20% of their average monthly turnover of the immediately preceding tax year.

Suspension of deadlines for procedural acts and instalment payments for debtors having applied for or currently in debt settlement agreements under Law 4469/2017.

Government Measure

Three-month suspension period for all deadlines concerning out-of-court settlement of debts.

The suspension of instalment payments does not result in default of payment.

Affected Businesses

Debtors that are not Affected Businesses may benefit from the above suspension upon submission of an application to the creditor and evaluation thereof by the creditor.

Partial Payment of rents of commercial leases

Government Measure

Eligible entities entitled to pay 60% of their rent.

Eligibility

Affected Businesses.

Availability

Applicable during March and April 2020.

Deferred social contribution payments

Government Measure

Deadlines for payment of social contributions pertaining to February and March 2020 is suspended.

Payment of overdue debts to insurance funds, due date of which expires from 31 March 2020 onwards are suspended.

Undertakings affected financially by COVID-19 (as determined by Business Activity Code), further details are available here and here.

Undertakings that their operation has been suspended pursuant to State’s decision.

Suspension of VAT and other taxes payments until 31 August 2020

Government Measure

VAT payment deadlines from 11 March 2020 to 30 April 2020.

Collection of assessed debts overdue on 11 March 2020.

Deadlines for the payment of tax liabilities and instalments based on arrangement/settlement schemes expiring between 11 March 2020 and 30 April 2020.

During extension no interest and surcharges are imposed on the amounts due.

Government Measure

25% deduction available on assessed tax debts and on instalments based on arrangement/settlement schemes being due in April 2020, provided that the remaining 75% has been paid in due time.

Acceleration of Income Tax and VAT refunds

Government Measure

Immediate refund of income tax and VAT amounts up to €30k.

Eligibility

Legal entities which are Greek taxpayers under audit for the refund of taxes or VAT for which the amount claimed does not exceed €30k.

Relief from import duties and VAT

Government Measure

Relief from import duties and VAT on importation of goods necessary for combating COVID-19 outbreak.

Eligibility

All legal entities provided that the imported goods will be offered free of charge to certain beneficiaries (i.e. public authorities, public legal entities, non – profit making charitable bodies, etc.).

Extension period to file capital and stamp duty returns
